Video/animation in foreground, not background?

Is there a way to have a video or animation run as 'foreground' instead of 'background'?

We have lyrics overlaid for our Livestream using a downstream keyer (black background, lyric foreground), and also have banner overlays (announcing a speaker etc.) which are currently formatted as videos with a black background (video running as 'background' in Presenter). What I am considering doing is having a separate screen output with foreground running only/template override, so that we can use motions etc. in our auditorium but a suitable output for Livestream. The sticking point seems to be the banner overlays which would then presumably not display if background was turned off.
