For us, the best scenario for a user account that uses Presenter is one that has service adding and editing rights (so that we don't lose any songs added during the service for the purposes of auto-reporting song usage), but is prevented from doing anything silly like deleting a service. However, I can't see a way with current permissions of achieving this. Is this possible?

No, but if a service is accidentally deleted, an Admin can restore it in Planning on the Activity Log page.
