Background Colour Filter

Would it be possible to add a colour filter to backgrounds? There are some options like play speed, etc. but the ability to add a colour filter or semi transparent solid colour would add a lot of flexibility to background images/video loops. Essentially one background could become several just by changing the dominant colour. It would provide a lot of versatility.
